It checks in near real-time whether a Telegram username can be set right now. Results can be: Available (you can set it for free), Taken (already in use), or Reserved/Collectible (available only via Fragment as a collectible username).

Yes. Purchases on Fragment are on the TON blockchain. You'll pay the price plus any marketplace/network fees shown at checkout. Blockchain transactions are typically final and non-refundable.
It may be: reserved as a collectible on Fragment, previously held and protected, assigned to a private/deactivated entity, or violating Telegram rules. Short names are often collectible-only.
Generally no. If it's a trademark you own, you may report impersonation to Telegram. Otherwise, you'll need to pick another name or buy a different collectible username on Fragment.
